Rashi says that the villagers couldn't read the megila, this is why they needed to travel to the city for megila etc etc.

The Ran writes that the reason why there was no issue of lo sisgogedu with the early reading for the villagers, is because they had their own minyan AND that obviously a Ben ir was not motzi them, because he is not a bar chiyuva on the 11, 12 13 th.

How is this reconciled?

How is a Ben ir motzi a villager according to Rashi?

Can a Ben krach be motzi a Ben ir in a case where he is NOT a bar chiyuva on 14?
This is explicitly a מחלוקת רשאונים. See ריטב"א (last of page י in the קוק version). Short answer to your question on רש"י is that part of the עיקר תקנה was that a בן כרך should read for the בני כפר despite the fact that it's not his day.

Not kosher per the major kashrus orgs.

It's scales are not easily removable. - a kosher requirement

Not a rav, but definitely should not be a problem.Doesn't matter, see below.Has nothing to do with refusing delivery, or if it is set aside. Halachik concept of ownership for metaltelin (literally movable possesions) requires a maaseh of kinyan like hagba'a (picking up the item) or chalipin like we do w selling the chometz in the first place. Paying money for an item does not create a kinyan nor does it transfer ownership. You should have no problem with the chometz if the delivery is not made until after Pesach. But def ask your LOR.
