2,3- many don't want to cover or have difficulty finding a covering that will hold up and be easily removed after pesach. We advised that irui roschin without an even meluban is sufficient ( in general, people do not do even meluban correctly according to the MG"A brought down in the MB who says that plates with flower designs you cannot do even meluban since the stone isn't flush)
4- even if you'll get a ticket? Pouring bleach or any poigem should be sufficient. If the garbage can belongs to the township R Shmuel Fuerst said it's not a problem regardless. Enen if they're yours, any poigem should be like charcho kodem zmano

5- not sure why you can't just burn it safely in a BBQ grill which is made to burn things...

As Rav shmuel Felder pointed out in a shiur last week it’s almost impossibly to effectively be poigem all of the chometz in the garbage with bleach. If not municipal owned far better to sell the can to the goy with the mechiras chametz.

The reason he (Rav Roth) said that nobody should burn chometz whatsoever it’s because you see that in Lakewood we abide by a -all or none policy -meaning if a person sees that his neighbor is burning it on the barbecue but he himself doesn’t have one he’ll feel bad that his neighbor is doing it and he isn’t and he will go and make a fire not in a barbecue etc etc...
I don’t know why we can’t shed ourselves of group think and do what’s common sense in each individual situation.
That’s also the reason why the Rabbanim assured minyanim in any form cuz once you start with one group making a minyan in a really proper way that doesn’t break any guidelines then ppl will go ahead and create their own minyanim that won’t follow the guidelines.

5 may not be a great idea in a townhouse development

IIRC the fact that those in yichud know that there a real potential for someone to come is whats mevatel the yichud. not the actual coming.

Anybody know what the bottom of a stainless steel sink is made of?
There's some kind of coating, I don't know what it is.
If its porcelain or whatever, wondering if I can Kasher the sink?

Can't answer the question on that coating, but since the minhag is to cover chametz keilim even after kashering, so probably you wouldn't avoid to put the sink insert regardless.

never heard that minhag. the Minhag is only on surfaces that we Kahser bcuz of the Minhag, like a table or counter, where Kashering is a Minhag, then you NEED to cover.
A Becher that you kasher, you also cover? No, because Kashring does the job.

can't argue on a minhag Im not familiar, but by us, everything that can't be Kashered (lehalacha) needs to be covered, even if it's cleaned well and Kashered.
