It just means there is no electricity storage (AKA battery), it's the energy that is being generated that is being used immediately. I don't see why it would make difference though.
Ive disassembled these scooters. The light is generated by magnets. Dunno if that makes a difference halachically

Most of these kids kick scooters comes with the colored wheel lights. I've seen some frum stores advertise "no lights" so it can be used on Shabbos.

No because turning on an LED light, wherever the energy to do so may be coming from, is presumably forbidden on Shabbos.

No battery or plug =/= no electricity. The wheels generate the smaller amount of electricity needed to power the lights.

It's easy to unscrew the axel (hex wrench), but getting magnets out is a bit of a pain. I needed to use the back of a pen to get them out - put the pen in the donut hole of the magnet.

The one I have the magnet that generates the light is in the hole of the wheel. The lightbulbs might be in the actual tire but they don't turn on without that magnet.

Yes as a subcategory of חטה and שעורה but not the same level chashivus as those explicit in the passuk.
