Correct, in Igros, He clearly forbids it. However, Rav Chaim Mintz has an oral Psak permiting it. I'm under the impression that it was a personal psak, that Rav Moshe gave, knowing Rav Chaim's Yiras Shamayim, but others say otherwise.

I made it clear in my post (at least, I thought I did) that the heter from R' Moshe was theoretical. Which was exactly my point regarding the dislike button.

There is a 4th possibility (at least in theory) that there was never a chiyuv, as somebody who is sleeping isn't בן דעת and can't be mechuyav in something.

I think it is intended for the former, but I have seen some instances of Achronim using for later Rishonim or even earlier Achronim. I have to recall specific instances. Definitely not common (from what I've come across).
