You misread. He is saying the question was only about a boy who wears the beged under his shirt and the question was when should he have the strings out. The question was not about a boy who wears his beged out nor was the question when should he wear the beged out.

That's not what the Magen Avrohom says and it's not what the Tosefos in Brachos is talking about nor is it what the Gemara in Menachos is talking about. The Magen Avrohom is decrying those who put the strings inside the corner of the beged because it's supposed to be coming out of the beged.
