According to the mishna in bava metzia the door and lock are the landlord's responsibility but it probably depend more on minhag hamakom that that.

I disagree on the accuracy of both minhagim, but I fail to see how the tenant could 'screw over' the landlord in this scenario

general statement... Tenants are stereotyped as complaining about nonsense and landlords are stereotyped as not caring if the tenants don't have a decent place to live
