You can do hatoras nedorim until Yom Kippur.

(Based off the shaloh in the beginning of Yuma and the kitzur shaloh inyonei hanhogas hatoras nedorim, and mateh efrayim תקפא סעי' יט.

Total guess but the other 3 things are more in your control. You might make a beracha on a singer and then they will stop singing.

Why is there no Birchas HaNehenin for hearing a great Chazan or concert? We have such Brochos for enjoyable sights, tastes and smells, several Brochos for different besamin, but nothing to thank HaShem for our hearing pleasurable music?
bracha on sights is called ברכת הראיה and is for specific views. taste and smell are called ברכת הנהנין and is said when pleasure "enters" the body and we benefit from it (regarding smell, we learn from a posuk that the neshama benefits from it (remember why we smell besomim?)
a good voice does not enter the body and there is no real benefit

So there are Brochos for “specific views” where we thank HaShem for the beautiful or extraordinary sights, such as the Yam Hagodol. Enjoying those sights does not enter the body any more so than listening to a concert. Thanks for addressing the issue, but I’m still not convinced. This question occurred to me on Rosh Hashanah when I observed a blind young man so obviously enjoying the Chazan and everyone’s back up harmony.

Not sure of the answer, but as far as I can think, birchas hashevach are on natural phenomena, not man made. Voices singing are man made.
Birchas hanehnin require some level of mamoshes. Kol, maareh vreiach don't have meilah because they are not mamoshes enough.
You only make a brocho on certain types of reiach, also. Like you don't make a brocho on a good smelling steak.

But technically you can do it all year. In fact if you do a certain chumra consistently and then want to stop its recommend to make hataros nedorim. (But you would need to tell one of the 3 the specific "neder" that you want to me mater )

When does rain make one pottur from sukka.
Does one have to have a sukka nearby which it's raining in or not?
If one is at work without a nearby sukka, does raining really make a difference?
If there's 2 sukkas and one has less scach so it's raining only in one of them am I pottur?
