That's just not true. It's just that a person can make a mistake regarding when Alos is. Day definitely starts from Alos. You can say shma, daven, put on tfillin and tzitzis, all before Neitz.

The Neitz is never considered the beginning of the day.
All mitzvos that are required to be done by day, one is yotzei if done after the alos.
Most are required lchatchilah to wait for the neitz to assure it is actually after the alos...

If neitz was considered the beginning of the day it would mean you are yotzei shachris megillah and daled minim if done by night.....

It’s משום אבלות של יום. Alos  is the next day for all purposes except when we are often gozer that a mitzvah should be performed after neitz so that one does not mitakenly perform the mitzvah before alos. That is not  applicable here.

If it's mishum aveilus hayom, wouldn't it be fine to eat meat once the person wakes up for the day? Really it was the prior day (10 av) that has aveilus. From tzeis it's already 11 av, when really no restrictions apply, but because of the day (ie secular day) we defer eating meat until "the morning". It doesn't seem logical that this should be based on a Halachic time, but rather what a person would consider the next day.

I've never seen a source that alos is relevant to this specific Halacha. Is there one?

Absolutely, yet there's seemingly the difference between being passive (כל המתאבל על ירושלים זוכה ורואה...) vs being active in countering the reason for the destruction (אבל מקדש שני שהיו עוסקין בתורה ובמצות וגמילות חסדים מפני מה חרב מפני שהיתה בו שנאת חנם)

Excellent. It's an example. Many other ways it can manifest itself. The point is to be דן לכף זכות, or better yet not to be דן whatsoever, but to show love and kindness to every Jew. Ignore all visible aspects, just see that every Yid is like a בן יחיד of the רבונו של עולם!

That's the difference in themes between the first 2 haftoros of the 3 weeks (Yirmiyahu) vs. Haftorah of shabbos chazon. Shabbos chazon is about the causes of the chorban vs. the other 2 about the chorban itself.

Brings up an interesting point (at least in my mind), the Mishna says והוי דן את כל האדם לכף זכות, which makes it sound like it's more important to judge favorably rather than not judge, OTOH not passing any judgement seems more righteous...

If you by chance see someone in a situation that forces you do judge then והוי דן את כל האדם לכף זכות but like I heard in the name of R’ Yankel drillman- being  דן לכף זכות is בדיעבד, but לכתחילה you should mind your own business!!
