Good point, although the Chazeres is generally too big and not so messy, so many (most?) people put it directly on the ke'ara

I didn't realize you were talking about a ke'ara that also houses the matza. In that case, I would agree with @yungermanchik that tevila is required.

If you find out from the seller that it was owned by Jews in the final stages of  it's creation, it's fine, which is what all of the "eino tzarich tevilah" hechsherim make them do on urns etc.. It makes more sense that people would make sure to write the contract this way for a silver one,(mine is silver-plate) so try to verify how it was done. It's also possible that some of the silver ones are actually made by a jewish company.

If the shelves that hold the matzos are removeable, I would think that you can toivel just those shelves. Similar to toiveling the rack in the toaster oven but not the actual oven
