That is a pasuk used to say that when it is easy to do it right don't try to get away without it. Even though me'ikar hadin you probably do not need to check it you should still do it. If you want to wear it and it wasn't checked yet I wouldn't worry about it but would get it checked later.
And why doesn't אל תהיה צדיק הרבה apply?  :P

The Shulchan Aruch says all clothes made by Non-Jews need to be checked, so the Psakim that checking isn't necessary are probably not so clear cut.

He didn't ask HOW the punishment is carried out...only the determinating factor.
But yes that is a longer answer that I don't know so well

There is the raw tora law, there is how it is implemented, and then there is also certain meaning behind why God has made it that for the last few thousand years there is no Jewish court on the level that can judge these cases.

As stated clearly in the Bible - Leviticus 20 - 13

hey, who needs generations of Torah, mishna, gemara , rishonim, acharonim , poskim when all it takes is a couple of random DDF posters.
While it's not right to judge Judaism by a single passuk, it does tell of Judaisms outlook on the concept of active homosexuality. How it deals with those people is a much longer more nuanced story.

To give you some perspective, there are many transgressions in the Torah punishable by human courts with death (https://en.wikipedia.org/wiki/Capital_punishment_in_Judaism#In_the_Pentateuch). However, the conditions for actually carrying out that punishment are extensive. As a result, the Mishna says, "A Sanhedrin (specific type of Jewish court) that puts a man to death once in seven years is called a murderous one. Rabbi Eliezer ben Azariah said, 'Or even once in 70 years.' Rabbi Tarfon and Rabbi Akiba said, 'If we had been in the Sanhedrin, no death sentence would ever have been passed." And on top of that, the Gemara says, "forty years before the destruction of the [Second] Temple (around 2000 years ago), capital punishment ceased in Israel."

That means they made a decision to stop practicing it, not that
there weren't any cases that presented themselves after that.

According to the Rambam, non-Jews only require one witness and do not require warning.
