There is no Tzaar balei chaim to kill a specie, even for fun, only when torturing it alive. Eating it alive might me biklal killing it, not touring it.
Eating it alive is baal tishaktzu, regardless of whether it's also tzaar baalei chaim. That much at least is explicit in the Tosfos quoted above.

There appear to be poskim who say there's no tzaar baalei chaim by fish (https://judaism.stackexchange.com/questions/1864/tzar-balay-chaim-for-fish 2nd answer), and none of them bring this Tosfos as a mekor. In fact, you mentioned that the Chinuch holds it does apply to fish, but at least one of the poskim who hold it doesn't bring a proof from the Chinuch.

Bottom line, it does appear to be a machlokes haposkim, but I'm not sure either Tosfos or the Chinuch are anywhere near explicit on the issue.
Interesting. Thanks for this.
I'll have to find the chinuch. It's been a while since I went through this.

Correct. It's Lafukei aiver min h'chai which doesn't apply to fish.

If anyone wants to read through an actual maareh makom, which discusses both sides to some extent, see here from the Ungvarer Rov:
https://beta.hebrewbooks.org/reader/reader.aspx?sfid=1878#p=276&fitMode=fitwidth&hlts=&ocr=

Chulin 66a bottom of the ammud. (I understood it that way based on the idea that it talks about eating before the fish is dead)
Note that the shoel wanted to make the diyuk you made (though the tshuva appears to reject it as proof of shitas hatosfos).

If its for human benefit then TBC is not a concern. (Otherwise you would not be able to shecht anything.)

Isn't schechitah close to, if not entirely, painless?
I no longer have constant Internet access, so you won't be seeing quite as much of me.

What about the part leading up to it?
