Can I use the same George Forman (or similar style) grill for milchig/fleishig as long as I have different plates for each?

This is not a trick questions and I assume that the answer is yes (and no different than using milichig and flaishig pots on the same stovetop), but just confirming. Thanks.

Yes, assuming there is no liquid between the plates and the "body" of the grill (which there probably shouldn't be anyway for safety reasons) because  אין בליעה יוצא מכלי לכלי בלא רוטב

That would be the reason by a clean electric stovetop, but a gas (flame) stovetop is assumed to burn it immediately.

RMA is Machmir lichatchila but I don't think it would apply here since it really only touches on the edges. Is it clear that food or splattering and sizzling  fats etc remain only on the plates?

Can you explain the second part? Electric stovetops need to be dried between meat and milk? I've never had one so I don't know, but I'm staying at a hotel which likely has these glass stovetops.

While we're on the topic, to kasher an oven without self-cleaning, is it just a matter of leaving it unused for 24 hours and then running it on its highest setting for a while?

Although the Badei Hashulchan understands the chumrah l'chatchila to be due to a doubt about אין בליעה יוצא מכלי לכלי בלא רוטב, IINM, the consesus of most Poskim is like the implications of the Toras Chattas and the Shach in 118 that it's because of a chashash of spilling or spraying, and when that chashash doesn't apply it would be muttar. (that's why we allow double wrapping, because it's sealed)

However, looking at a model with removable plates, it seems that there are "shared spots" which could have splattering.

Im no expert and AYLOR but afaik there's no practical way to kasher an oven besides if it has self cleaning.

Many people leave it next to the garbage even though it will ultimately get thrown out as long as they don't put it in the garbage themselves.

lol in lakewood if u leave it next to the garbage it will stay right next to the garbage, as machines pick it up not people....any suggestions?

Do it through a goy? 
IANAR, but there is no actual prohibition against throwing it out. It is a hidur/mitzva min hamivchar type of thing to use it for the mitzvah to burn the chametz.
You can throw it out in a respectful way, wrap itd nicely in a bag and put it in the garbage
