Exactly. They obviously don't want people returning their toilets 20 years after they use it.
 
But because of the people who take advantage of the system (I would imagine only a minority), they aren't going to change their return policy.

Pashut Pshat is Al Kamtza UBar Kamtza Chorvoh Yerushalayim. On the matter of Kamtza and Bar Kamtza Yerushalayim was destroyed. Nothing to with Mr. Kamtza per se.
