It's the AP, I imagine so. Your second quote takes some effort to read but I think is correct.
Could have been worded like this:
"In South Korea, residents in two cities where quarantine facilities are being prepared threw eggs and water bottles at government officials to protest plans to isolate 700 South Koreans the government plans to evacuate from China in their neighborhoods."
Better probably would be:
"In South Korea, in two cities where quarantine facilities are being prepared to isolate 700 South Koreans the government plans to evacuate from China, residents threw eggs and water bottles at government officials to protest the plans."
