I didn't see any larger-size carry-ons walk by.
It's normal to be more picky about checking larger carry-ons on smaller aircraft.
The planes from Europe to tlv are generally smaller then the planes from USA to Europe, with less overhead space.

Seems like a bit of #FakeNews here.  The article doesn't mention anything about charging passengers for their so-called oversized luggage.  Could simply be gatechecking luggage to conserve overhead space... very few relevant details here...

if so why is it that only the appropriately dressed passengers got the "privilege of having their carry on luggage checked for free"?

Could it be that "appropriately dressed" passengers happen to have relatively larger carry-ons?
We happen to travel with more stuff- Tallis/tefillin, seforim, kosher food etc.
On the video, those passengers sailing by seem to have nothing bigger then knapsacks.
