If we have A National Shelter-in-Place Order we can reopen by April 12 slowly.

NYS has a respirator rationing plan recommendation. 
Each covid patient should have his illness scored before being put on a respirator.  The score will include the patient's age and symptoms.  The patient should be reevaluated in 2 days.  If there's no improvement, they'll be removed from the respirator so it can be freed up for someone else.  But Covid patients don't make improvement in 2 days!
