You can circumvent the fine by quarantining.

Depending on industry you work in it matters. Healthcare providers screen upon entry to work, travel restriction is a question we fill out. If caught lying it has consequences.

But if they have heard immunity couldn't the same be accomplished without putting those at high risk in danger?

That's the strategy most areas should be using.
Keep the vulnerable safe by quarantine/lockdown/extreme caution.
Let the others mingle freely.

All I keep hearing it is good news that in FL the younger are getting sick.

The death rate for young, healthy people is considerably less than average.
We don't know if there's long term, permanent damage, but short term the way to measure a state is by hospitalization and death numbers, not positive test numbers.
