Why is it that 7 of the top 10 states with the highest cases per capita are from Blue states. And only 1 Red state is in the top 10 for deaths per capita.....?

Most of it us has to do with timing, anyone in or near NY has had a major outbreak that during a time where didn’t know as much about the virus and many people died that would survive today. I think the a question for you is, why is the leftist utopia known as California not in the top 10 of either metric? While less populated, less urban states are?
Just trying to understand your logic - do red states policies have anything to do with lower numbers per capita? If so, how does not wearing a mask, not social distancing, and believing corona is a hoax, lead to fewer cases, hospitalizations and deaths? Is it magic? Is it fudged numbers like we see in Florida? Is it because of less dense populations? Is it because most states outside the tristate avoided the initial surge?
