To download MS Office with with a volume license, you need to log in to the volume licensing website. So my guess is that (assuming it's legit) they downloaded it to their computer and then uploaded it to google drive for whoever purchased. But who knows...
Is there anyway to inspect a link if it contains viruses?

That guy is basically buying a key that's licensed for 10 users, let's say, and is using it for way more than that. So you're basically buying stolen goods.

He’s saying - once you’re stealing or doing something unethical, why pay someone on eBay to achieve the same result.

So I went ahead and downloaded it, (The link above didn't work, seller provided a new link and it never asked me to put in the key...) it seems to be running fine, How can I make sure my computer is safe and not infected?
Is running a full scan with Windows defender good enough?

You can try virustotal.com to scan before downloading (I last used it a few years ago)
Workflowy. You won't know what you're missing until you try it.

You can't scan a gdrive url in virus total...

eBay purchase of office licenses need to be carefuly scrutinized.
I've successfuly bought many o365 licenses and downloaded the installation directly from Microsoft.
I even bought some great keys for office 2019 Wich all work perfectly fine.

I've bought the key on ebay for a few dollars, downloaded the software from Microsoft and  added key, viola it worked

A few days later I got a notice from ebay that they shut down the seller that I bought from, but Microsoft still works with no problems
