$$cost to upgrade is $1,399 (does this even factor in the calculation?)

The minimum value per point is 1 cent (.01), but you can usually get more value.
So 35,000 is at least $350.  But even at twice the value, it's worth $700.
Which is significantly less than the $1400.

It's a good value if you were otherwise going to pay cash, it's not a good value for what you're actually getting in exchange for the miles.
