Yes with one of the highest APY's. Usually these bonuses are for accounts with 0.01% interest. There's also bonus tiers for lower amounts.

look at the investment rate of recent auction results all (less than 3 month t bills have an investment rate of around 5.4) which is APR which translates into at least 5.5APY assuming the money you save buying the tbill also gets invested...
