Billionaire Michael Bloomberg has reportedly raised more than $16 million in an effort to help convicted felons in Florida register to vote - an effort aimed at boosting turnout for Joe Biden.

The Florida Rights Restoration Coalition estimated Bloomberg's fundraising push has already paid off monetary obligations for 32,000 felons.

Not sure if you're familiar with this issue, since Florida is unusual, so a little background:

Most Americans with a felony conviction are able to vote either while in prison (in 2 states), immediately after release from prison (16 states, including NJ, OH, PA), after leaving prison and completing parole (NY, CA, CT) or completing probation (17 states).

In 2018, 65% of Florida voters approved an amendment that "...restores the voting rights of Floridians with felony convictions after they complete all terms of their sentence including parole or probation. The amendment would not apply to those convicted of murder or sexual offenses, who would continue to be permanently barred from voting unless the Governor and Cabinet vote to restore their voting rights on a case by case basis."

This put FL in the same category as the most stringent of the above states, requiring some additional time after release from prison.  But the (republican) governor and senate decided that "all terms of their sentence" should include any incidental court fees, fines, etc.  This was not the intention of the original amendment, and imposed an insurmountable barrier for many. 

Many democrat counties responded by converting the fines and fees to community service, and thereby restored the vote to convicted felons in those counties.  Republican counties did not, so a large percentage of those who are now helped by Bloomberg's fundraising would be in republican-voting counties.

Gaetz seems to know that his call for an investigation is wishy-washy ("I believe..."  "there may be an investigation.." "potentially launching an investigation..")

He says "... it’s a third-degree felony for someone to either directly or indirectly provide something of value to impact whether or not someone votes."

The law seems to refer to having an impact on whom one votes for, not whether or not they vote, at least as I read it:

No person shall directly or indirectly give or promise anything of value to another intending thereby to buy that person’s or another’s vote or to corruptly influence that person or another in casting his or her vote.

No one knows how the former felons will vote, as they are now unable to even register with a political party.  But clearly the senator Gaetz and the current R governor worry that they will not be getting votes from this group.

Just to further emphasize the injustice here:  Four years ago, there were about 3 million Americans unable to vote due to a prior felony conviction, and who had completed their sentence to prison, parole or probation.  About 1.5 million - half the total - were in a single state: Florida.

Not because there are more criminals here, but because those once convicted of a felony were prevented from voting, forever.  A 19-year old who stole a car, spent a year in prison, then lived a law-abiding life for the next 60 years would never be able to vote.  So the 1.5 million included people who had finished their prison sentences decades ago.

The citizens of Florida voted to change this, but Matt Gaetz, Governor DeSantis, and others have blocked the will of the people.

No, I don't think that's it.  First, Bloomberg is NOT funding this.  He IS funding other means to get Biden elected, but for this initiative, he encouraged his friends to donate the money to an organization that has pushed for restoring the vote for years.  The former felons they've registered in the past have voted both R and D.

What I meant is only that many former felons who live in D counties have already gotten the vote.  Those living in R counties have a better chance of getting it now.  But former felons tend to be similar to former neighbors, that is, those who live in R counties are likely to vote R, as they would have before being sentenced.  So the vote restoration is not so finely grained a plan to flip counties, but just to increase the voting population.

I can't find it now, but one of the sites I read last night reported a study of felons who had their vote restored.  Among those who were black, a majority registered D, among the others, more registered R than D.    Can't remember the details, like which state it was.
