The original "GOP bill" was already a negotiated one. If these items were needed "for the workers" then why weren't they part of the original negotiation? The answer is simple. When they want to add all of their fluff and garbage they need to have something or other there to say that it was "for the workers" and get repeated by those who enjoy repeating such stupidity. Then they can use that to add solar panels.
