How are liberal states responsible for national response? The early deaths, for the most part, had nothing to do with the local government response. It had to do with things like timing, medical knowledge, weather, and population density. None of that absolves the administration's complete bungling of their response on national level.

Independent verification of the facts, without relying on China or the WHO, leading to a much earlier response. Closing of borders to international travel. National mask mandate. Mass production of PPE. Banning the sale of PPE to foreign entities. Tax credits for all businesses who enable remote work and/or safety measures (capacity limits, curbside pickup, delivery, distancing rules). Nationalized testing sites, in addition to any state or private measures. Funding for labs to exclusively process Covid tests. Localized mass production of tests.

I'm sure I can think of more, but that's a start.

The same way we gather intelligence on any issue related to national security. We have the greatest intelligence network in the world. If we heard whispers of a terrorist attack, we'd be all over it. Whispers of a pandemic should be treated the same.

Borders should have been shut in Feb, at the latest, when we saw what was happening in China, Iran, and Italy, as well as other places in Europe. Test and PPE production also in Feb/Mar. National mask mandate in March, depending on supplies. Tax incentives in Mar/Apr, continuing throughout the year.

Obviously, that first domino changes everything.

As Lurker says, one waits for the first domino to fall, and further response to the pandemic depends on evaluating what happens next.  So there's not an advance timeline, but rather IF this happens, THEN do that.
