does att allow for duplicate sim i want calls and text on a dumb phone with a sim for data on a smartphone all under one number

Golan Telecom in Israel has a car sim, was amazing in Israel!
 Had two Sims, all I had to do was pay for a 2nd sim 19₪ and the both phones rang when someone called.
