Will a store that's in a red zone be allowed to provide shopping bags to customers who come from outside the red zone?

Target got it right, they give their reusable bags for free and by now I've got a whole bunch of them so I keep some in the car and it's now my goto bag for all the places that don't provide one (for free) and I've started seeing other people using them also it's hard to miss the huge red bullseye logo.

The other places that charge you .5 or .10 for their utterly worthless paper bags that barely make it home in one trip let alone multiple should take a lesson.
If it's not free shipping it's not worth it.

Once again I did my part to help the environment. Went to bingo to buy a few items. Only needed 1 bag but had to buy a pack of 5 bags. Used 1 & threw the other 4 away. It feels so good to help save the planet.

Here's a pro tip: if you got a SNAP card (could be Pandemic EBT) and pay with it, they aren't allowed to charge you for bags.

TBH, unless Bingo now have better bags, there's no value proposition in their bags. Target OTOH now switched to quite usable bags, I don't mind paying $0.05 for those. I never agreed to pay for the paper bags they were using when the ban initially took place.
I've been waiting over 5 years with bated breath for someone to say that!

A. The SNAP exemption only applies to paper bags. There's no exemption to give away plastic bags to SNAP customers.
B. They are allowed to charge SNAP customers if they charge more than 5 cents for their bags (and I have yet to see a store charge less than 10 cents). You'd have to pay whatever the cost over 5 cents plus tax, lol.
C. Bingo doesn't have paper bags (at least that I saw this week). They only sell those horrible plastic bags of theirs at 5/$0.19.

They also have big bags, thicker plastic for .16 IIRC & then a mix of plastic/material for more.

Gourmet Glatt in the 5 towns doesn't give out free shopping bags.
They do sell a pack of 5 shopping bags though.

Until they start spot checking and handing out the $5000 per day fines in the law. And no, the store is not allowed to sell plastic bags separately or give them out for free.
