I don’t have a car and use this regularly, it’s a lifesaver.

Is there room for improvement in those wagons?

I've never used it but off the bat I can say that if want it to be able to lock up like a cage that way you can put it as is in a car trunk. Have felt bottoms so not to scratch car seats. Have optional beams that you can put across so you can put fragile stuff on bottom with heavy stuff on top. Possibly have a interlocking system so you can roll a few around at once

That's what I call a cart, I had one from Costco that was quite durable until it got stolen (#NYC :( ). What I use now is a proper wagon, something like this:

The hipster faction of hasids :P... The rest don't settle for anything less than a bugaboo. Carrying a kid in such a wagon into your local supermarket severely dooms their prospects for a top shidduch!

Meh, I’ll leave the “top” shidduchim to the snobs.

Until they start spot checking and handing out the $5000 per day fines in the law. And no, the store is not allowed to sell plastic bags separately or give them out for free.
Perhaps the stores can have a plastic bag "g'mach" to be distributed by some sort of dispenser belonging to an organization "unaffiliated" with the store...

Interestingly, in the communities where it's being ignored in the big apple, even supermarkets that originally were enforcing it in the beginning, have stopped, and returned to the good ole' system.

I think the NJ law disallows this too.
Will they allow a Bag Gemach, owned by a separate entity LZ"N Reb Shaya ben Reb Moshe, to give bags to people who need it, conveniently located inside many local supermarkets?
