Not sure what the confusion is.
There are a number of different discount options.
A. Age based: 1.under 18 is 50% 2.NEW18-26 is 33% day/month passes only 3.62-66 is 50% 4.67 and over is free
B. Status based: 1. Blind people free plus 50% for a companion when paying w blind persons rav kav 2. Students: 33% or with a long term pass (1/2 or whole year) 50% on rides not included in pass 3. Soldiers/sherut leumi free 4. The above for 1 year after discharge (with certain limitations) free 5.Disabled people 50%
C. Residence based. People who live in areas that fall in to particular socio-economic statistics can get 50%. This is based on your town either being peripherial and not the highest two rungs on the socio-economic statistics OR a town on the lowest five rungs. In larger cities this is calculated based on neighbohood. This gives a discount on MONTHLY passes only , not individual rides.

Is the 62-65 discount only for the monthly passes?
Do you need to buy monthly passes on the 1st of the month or are they good for 30 days from purchase?

you can buy a month pass whenever you want and it lasts until (but not including) that day of the next month.

This is a feature of Rav Kavs. The app on the smartphone calculates chofshis automatically but only works by the secular month.

IIRC When they first started like a decade+ ago, they still used the old system of monthly passes by secular month, but it hasnt been that way for years

I see you are from Beit Shemesh.
I think that most streets in Beit Shemesh can get a 50% discount.

Looks like a local chofshi for Bet Shemesh will cost even less - 139 shekel before the 50% discount (and 69.5 after that discount) - because Bet Shemesh is in Azor 1 (the purple area). A mere nine rides makes it worth it.

When my wife went into rav kav office they told her 65 for women.  Obviously wrong .

I think it was just lowered in this reform

Finally got the 50 percent discount for age 62 to 67.
I see it is activated on the card.  However when I swipe my card on the bus it still deducts 8 sh.
Is the discount for this SPECIFIC age group discount only on the monthly pass?

It might be loading double on your card. That's how the minor's 50% discount works.

I just loaded 200 sh. on card PRIOR
to receiving the discount.  So I won't get the discount until I load more money on the card?.

did your balance double when you loaded the xsenior profile? that's what happens if you load a student profile onto a ravkav with a prior balance. (sometimes you need to ask the rav kav people to convert it for you)

No it didn't double.  I used the app to
get the discount code loaded. 
I got a confirmation that the discount is attached.
Interesting note: when I put my card in the light rail ticket purchase machine at the station now  it says I can purchase a single ride ticket for 4 sh.
But still deducts 8 sh when I swipe using stored credit on the card.

correct.
when you add money to the card now it will double.
For example, when you add 30 shekel, you'll get 60 on the card.

Depends on which discount you have
