Not at all brexit related. Cork is in Ireland where vaccination is happening at a snail’s pace. Northern Ireland, which is park of the U.K. (and has been for decades) has vaccinations moving at a much faster pace. So this Irishman is lamenting the situation in Ireland and wondering if he’d be better off crossing a border into the U.K. to get vaccinated there.

If the UK was part of the EU, it would also be vaccinating at the same snails pace as the rest of the EU including Ireland.

I guess in that sense it could be brexit related, though even in that case I’d call it “brexit motivated”. He’s an entrepreneur, not a politician, what would his motivation be pro-brexit? Less regulation?
