A little bit of revisionist history here. It took a good couple weeks for people to start to be compliant, and even then (go back through DDF history, eg the thread about shuls) there was a large portion of the community that just didn't try.

True. I recall someone bear-hugging people on Purim 2020 in shul when we were already trying to be careful and he went on ranting about believing in fake news when people asked for some distance.My father is very medically conservative and was already not going indoors or letting people into his house by then. People thought he was crazy, though if we were all that careful the next few weeks would not have been as tragic as they were.
