If the restriction of the lesser risk is a constitutional violation, while the higher is not, and the higher is allowed? Yes, that should be a clear shown example of how the law is violating my rights, when i should have a right to do something. The fact that they allow me to be near people in one place, but not in a place of worship shows that the law is clearly biased against religion.

It's not just a question if they are discriminating against religion. Even if they are not discriminating against religion specifically  they cannot infringe upon my ability to practice religion.

The yelling fire in the theater argument doesn't hold water because it can arguably be done in a fashion that does not pose a significant risk with social distancing and such. There are enough exclusions to the restrictions that you would be hard pressed to argue that there is a present danger.

As far as a clear bias against religion. I have not seen it and IHMO this is not a bias against religion.
The courts will settle this. What's happens if the restrictions are removed. Do the cases still go forward?

IMHO, the cases should go foward, but in court they will probably just look at the removal of all restrictions as if a wrong was righted.

Ask them? No idea who was asked to sign, who didn't feel the need, who disagreed, or any politics affecting it whatsoever. All I know is that this covers a huge chunk of the frum South Florida communities and beyond.
