What the outdoor mincha/ma'ariv minyan in Thornhill, Ontario, Canada, looked like today, Due to high winds the canopies were taken down in November 15th. So they daven outside daily shacharis, mincha, & ma'ariv except for when it rains.
These guys are real heroes of doing the right thing
Tomorrow, on Monday morning, Toronto goes under lockdown; Thornhill is expected to follow next week. Since a maximum of 10 people will be allowed to daven inside, according to the new regulations, they expect to pick up more participants; weather not withstanding.

In Toronto we're limited to 10 people for minyanim as of today, which definitely makes things technical especially with the snow. We're figuring it out how to make it work indoors, but that's definitely some serious mesiras nefesh on the part of this crowd.

They are Canadians, the mesiras nefesh would be staying indoors too long while it is cold out.

It’s not a problem for you. It can be a real issue for older folks. Think siyum hashas. Standing in one place for a while will get you chilled even if you are bundled up. It doesn’t take 4 hours for the cold to start affecting your extremities. That can make older people susceptible to other illnesses as well even if they don’t reach the point of hypothermia.

TBH, this seems to me somewhat similar to those that try to insist on davening standing up while on a flight. Does davening with a minyan trump non-distracted (by virtue of extreme discomfort) davening?

The cold never bothered me anyway.
If it did I wouldn't live in CLE. Presumably that applies to YYZ.
You bundle up properly and it's nice and cozy.

No, but most lifelong residents are used to being outdoors in the extreme cold for longer than 30 minutes.
