What's my best bet to get back money for an aeroflot flight nyc to israel in week and a half, booked with OTA travelgenio, will they refund me? Should i wait till they maybe they cancel the flight themselves? Should i try travel insurance?

So how does this work? You land in TLV, take a taxi to your quarantine location, and infect the taxi driver who passes it on to hundreds of subsequent non quarantined passengers?

Keep in mind that obviously very few people are going to go to Israel so it won't be many people.

Here's my working theory/hope --> if the rumors are true that the decision to impose a worldwide quarantine on all foreigners was based on the Israeli fears of upsetting the Americans (the initial plan was to add certain US cities only).... then, my theory is that in 2 weeks, they will start to *add* cities/countries that are exempt from the self imposed quarantine.  For those of us in Canada, if I'm correct then maybe some of us will be able to get to Israel for Pesach. 

Obviously, the biggest hole in my theory is that getting to Toronto from any US city is easy -- so, my theory is so weak but it leaves me with some hope (1%) that my Pesach in Israel will still happen :)

at the rate its going in 2 weeks time its gonna hit canada as well

My shul (in Modiin) is already making arrangements to split up minyanim - 3-4 parallel on Friday night (some in houses), 2 parallel for weekday shacharit etc etc.

Supposedly yes. Can't see how this would be enforceable or adhered to.

FWIU this isn't correct. I don't believe it applies to schools or yeshivos. Though it is a major problem for weddings and the like

Oh my, weddings! Hadn't even thought of that. Lots of those planned over the next 2 to 3 weeks. I wonder what will happen!

But it does apply to prayer apparently. So a yeshiva can learn first seder with over 100 people in their beis medrash but then they can't daven mincha together at the end of seder?
