Either one. If you're suspected, that means you were exposed, so we are assuming you have it, just to err on the side of caution even though they might not be infected.
For example, all you need is one person who's infected, but not showing symptoms to visit 2 shuls, 1 school, 1 restaurant and 4 stores, to exponentially spread a virus, that would otherwise probably die out in 5 - 6 days, or up to 14 days.

Because a) they have false negatives. Viral load is at its highest in the beginning so problem would be with the test, not the person b) they don’t have enough tests to retest c) they don’t have enough tests to test people with confirmed contact with patient, so they isolate for 14 days and wait to see if any symptoms
