How to go about getting Pitzuim for 15 hour delay?

A friend of mine was supposed to leave Chicago with United at 9:55PM on Monday (to get back in time for the Israeli elections). He was not told before but after arriving at the airport and waiting 3-4 hours they said that there were mechanical problems and the flight is 12:30pm the next day. The came back the next day and the flight only left at 2:00pm in the end. How would they go about getting compensation for the delay?

Make sure to emphasize it's a trip to Israel and compensation should follow Israeli regulations. He should expect over $1000.

The law requires them to pay 3180 shekel, which is around $890 as of now. But there’s a good chance they’ll offer a $1200 travelbank certificate or 60000 miles. Might be worth it to take the $1200 if you are going to anyway fly United.

How much is the $1200 voucher worth if not anyways flying United? I presume they're completely transferable?
