Can a dual US/Israeli citizen travel to the US on only ISraeli passport?

Not IME. You can also show the expired Israeli passport.

They don't make you do anything on entry. But you are not likely to be able to exit without a valid Israeli passport (or evidence of renunciation of citizenship).

they live in Israel I think the only way to renew is to make appointment with US consulate?

If the Israeli passport of a dual citizen has expired, apply for a new one at the misrad hapnim and ask for a letter allowing you to use the foreign passport.  My husband has had this situation more than once, and they were fine with the letter.  If you wait to do it at the airport, they will do it on the spot, but it costs a fortune (and you had better make sure to get to the airport early enough to deal with it).

They're hoping to come to the U.S. during the summer (after Tisha B'Av, which is July 18), but there are no appointments available in May or June. It looks like they haven't started scheduling appointments for July yet, but even if they got an appointment for the beginning of July, the passport probably wouldn't be ready in time. Suggestions?

With the new rules regarding expired passports (link below), I think we're OK. They can use his passport that expired in 2020 to enter the U.S. The question is whether they need to present his U.S. passport when they leave the U.S. For entering Israel, they can use his unexpired Israeli passport.
