Because of panic. If we'd all continue our normal daily lives with basic caution. Like hand washing then we would be okay. A diabetic has no business in a candy shop. That doesn't mean we need to close all candy shops. Rather we need to caution those vulnerable. As for everyone else, carry on as usual.
