If a Canadian citizen, person registered under the Indian Act, or permanent resident does not provide proof of a valid molecular test result they:
will be allowed entry, but MAY be subject to a fine of up to $5,000 per day or face criminal prosecution.

The fine isn’t automatic, it says “May”.  I can show them that I took a test on Monday,  so I didn’t just choose to disregard the law.

Yes but I imagine he can show up at the border and see if they let him in without a fine, and if they don't then he can probably turn around and wait in BUF for his results. If that's the case it can't hurt to try his luck.

Reviewing the GC web site it states:

“You must:

take a test before you leave the United States within 72 hours of your entry into Canada (your test must be performed in the United States)“

So I took a test more than 48 hours before intending to enter Canada.

It doesn’t seem to address the situation where through no fault of yours, you don’t receive your results. I’m somewhat inclined to take a shot and see what happens.

Update?
When I got to Atlanta, I called Quest Diagnostics, and the woman I spoke to found my test result and said she would email it to me.  It was encrypted and I couldn't open it, so I called Tech Support and asked him why it was not emailed to me or showing up in my online account.  He had no answer.  But I got the test result and downloaded it to my phone.  I was so relieved. BH.  Now I could relax.  I took Lyft from BUF to the border.  When I got to the Rainbow Bridge, there was a lineup of 5 persons ahead of me. After approximately 30 minutes it was my turn.  We went through the quarantine plan, etc.  The CSBA agent said without a test result, they would have told me to go back to the U.S, until I receive it.  Or, if one insists upon entering Canada relying upon your Charter right, they would call a cop to give you a ticket which carries a fine of $6,300.  But who knows if they would actually proceed with the charge.  This agent said the CSBA agents are fed up being forced to do the work of Public Health Agency of Canada instead of being plain border guards.  He said he would like to go to the U.S, on vacation, but they are urged not to, as it doesn't look good when the public is being told by the government "now is not the time to travel".  There will be an announcement next Monday, June 21 regarding easing of the quarantine restrictions for vaccinated Canadians.  I went across the parking lot to get my Covid test and I recognized the same person giving the tests from back in March.  She lives in Mississauga and travels to Niagara Falls each week while the government puts her up in a hotel!  I'm sure most Canadians would be pleased to learn where their tax dollars are being wasted, er, I mean spent.  Once I did the Covid test for yet another time, I took an Uber to St. Catharines and drove to Toronto. Hopefully this will be the last time I need to embark upon this adventure. Thanks to everyone for their assistance during my time of panic.

There is nothing "confusing" about the requirement that the test be done in the U.S..  But as far as the reasonableness of the whole quarantine process is concerned, that's an entirely different question.  $6,250 seems excessive, but it is a set fine like any other offence for which a summons is issued.  A court can certainly reduce it as it is not mandatory.

The Canada/US border closure has been extended until July 21

On Monday Canada will provide more details its plan to open the Canadian border to fully-vaccinated citizens and permanent residents in July and to waive the hotel quarantine and 14-day quarantine for those travellers.

Personally I was hoping that when Canada opens their border for fully-vaccinated travelers the US would open their border to all travelers (I thought the US had said that they're ready to open it) but I guess we'll have to wait until July 21 for that, or longer...

Canada will be lifting most international travel restrictions for Canadians who are fully vaccinated, starting July 5. Eligible travelers will not have to self-isolate but will still have to take COVID-19 tests before and upon arrival.
