It says “travelers” in the document and “Canadians” in the tweet. Which is true?

OTTAWA, June 21 (Reuters) - Canada said on Monday it would start cautiously lifting border restrictions for fully vaccinated citizens on July 5 but made clear it would be months before U.S. and other foreign travelers could enter the country.

From 11:59 p.m. EDT on July 5 (0359 GMT on July 6), those who have received two doses of a COVID-19 vaccine will no longer have to spend time in quarantine. The move applies to Canadians and permanent residents.

Using the ArriveCAN app is currently mandatory for all travellers entering Canada via land or air. The federal government says travellers without smartphones should use a public computer or ask for help from a friend.

That certainly hasn't been enforced thus far.

When was Uber added as an option to return your Day 8 test?  Purolator was the only option last time I did this.  The Canadian government sure is wasting a ton of money on this testing and re-testing not to mention all the surveillance.  Maybe next the Feds will provide everyone with a smartphone so they can access the ArriveCan app!

My wife was born in Canada.  We have been living in the NY area for many years and she has since become an American citizen.  Is she eligible to enter Canada to visit her parents using her long since expired Canadian passport (or her original birth certificate if I can dig it up)? Can I come along as a spouse of a Canadian and my kids as children of a Canadian?

I am vaccinated, but no one else in my family is.  If we are allowed, what are the testing and quarantine requirements?  I am thinking about going around August 11th, in case rules are anticipated to change by then.

AFAIK the fact that she doesn't have a valid passport does not affect her citizenship, so I imagine she should be able to get in with any proof of citizenship.

This page seems to indicate that immediate family would be allowed in even if the Canadian citizen family member is not currently a resident of Canada, but double check that.

As of now anyone who's not fully vaccinated would have to quarantine for 2 weeks, show a negative PCR from within 72 hrs before entry, and take a test on day 1 and 7. They officially also have to stay for minimum 14 days to complete the quarantine and can be turned away if you tell the CBSA that you're staying for less.

It looks like this trip won't happen for personal reasons so I have not gotten further into the details of this than Yehudaa's information.  If obtain any actionable information I will be sure to share it

This wizard suggest that you need to be going for acceptable purpose. Does travellling with spouse count as "family reunification"?

Rightfully so. With Delta spreading rapidly in the US, and Canada having done much better than the US at mitigating COVID (admittedly at a heavy cost), they should keep things tight.
