My guess has always been that the airlines have lots of lobbying power whereas people who drive have none.
AFAIK if you're fully vaccinated it's the same whether you fly or drive- PCR test before, rapidly test at entry, proof of vaccine, arriveCan for all your info, no quarantine.
ArriveCan verifies your Vaccine card?
Curios does any of the agents at the border crossing actually enter your Vaccine information into the system and pull up the official results?
And it seems if one doesn't have a Vaccine, a covid19 pcr test and then 14 day quarantine?
Tried looking on the Canadian website don't see anywhere where it says they require you to take A PCR test before arriving to Canada.
