What purpose would an "optional" arrivecan serve?

there are 2 groups of ppl who its meant for
1- people who have this huge void in their soul that desperately needs to be filled with some sort of meaning, and that feel that masking up, constantly testing, and continuously vaccinating and filling out forms with double digits of vax amounts, fill that void.
2- people who feel the need for religious zealousy in their lives, and the popular 3 religions dont sound trendy enough to them. of those ppl, many arent fulfilled enough with the standard new age religion called environment-protection/BLM/lgbt-zgdksdcwjnvpaijvnpaidjnv72820183687136813/abortion-rights, so they opened a new more religious sect called the "safeguarders of covid". clause 146c in book 29g states clearly: "wherever thou have option to demonstrate publicly the existence of the holy covid, thou shalt do so with zeal, and thou shalt proudly bear the honorable badge of thou lord, so says the hold g-d of science fiction"
