why do they think its in their hands to decide? its a halacha shaliah and should be decided by halacha authority

I don't think so. They will send you a bill for what they think is right (hopefully with rabbinic guidance). Challenge it if you want.

Any updated guidance on playgroups? My friend just told me that his child's playgroup is insisting they got a psak that your obligated to pay in full. But if financially difficult you should call to discuss a payment plan.(not even a discount)

I wonder where and why someone would pasken like that.

My son's 3-4yo class is doing a zoom davening, 2 videos, a zoom music/dance/exercise and projects (have to pick up the packets every week or two) each day. My wife asked for more and they added an extra zoom with the morah. I could see how younger kids would not be very workable though.

Having said that, it's still not what you'd get out of school being open, and so I can understand people feeling they should be paying less. We decided we're continuing with full payment, but I know the head of the school has said a lot of people aren't continuing payment.

my wife teaches 3 yr olds and does over an hour and prepares weekly packets including arts n crafts, newsletter, and photos

Those activities are great but they are not at all doable unless a parent is fully involved. To many working parents it's as good as nothing. Acknowledging that the teachers are working hard is easy, but we need an acknowledgement back that they haven't taken the parents out of the equation. If no refunds are due, we should get a salary from the school too because we've become their employees.

many (most?) parents are working from home or on a modified schedule. They can pop in to check on the kid or trouble shoot a technical issue. If the Morah is adapting well to online classes, she'll keep most of the kids focused. Hardly worth nothing. I'd say most parents who are home value the classes if they are done correctly.
Again, not ideal, but neither is COVID19.

Obvious disclaimer: I'm biased... Doesn't need to be said but I'm sure someone's about to start shouting that I'm biased.

Personally I'm able have my son sit nearby and do his videos/zooms with minimal intervention. But if a parent has a situation like that - either because the kid needs too much oversight, or their WAH situation(s) don't allow for it - then they're stuck regardless. What should they the school do? It doesn't really help if the school allows the parent to pull the kid out and give a refund - the parent will still be stuck.

All accredited (higher ed) yeshivos just got a $500,000 lump sum grant from the CARES act, even the tiny ones with 20 or 30 guys total. The $500,000 is total so any yeshiva that got under $500,000 in the first round of CARES funding now got enough to top them out at $500,000.
