Isn't it just a loan though? I'm not up to date on the latest version of the plan, but in many iterations the money would have to be paid back in a future tax year (similar to the first time homebuyer credit).

Not everyone! They are saving at least 5% on the plan by excluding people over the AGI limit. G-d forbid if we're not progressive.

Here's how the actual live conversation went as they came up with this

Q: Should we give out monies for financial relief or make people pay it back next year?
A: People are not banks! They are not too big to fail! Of course they have to pay it back.

Q: Should everyone get the stimulus money?
A: That would greatly simplify the process and get the money out fastest. BUT! We can cut costs here. If we exclude the top 5% of earners then we can easily save 5% on this package. That's whopping- even Dansdeals jumps at a chance to save 5%. Well worth delaying the payments for this, think of it as a Subscribe&Save delay or a no-rush shipping credit.

I only know the info that was tweeted, though I imagine American Express won't publish anything, because they don't want to invite people to apply. Maybe ask the DDF community if anyone took advantage and how it played out.

My bank (People's United Bank)  just deferred 3 months of mortgage payments. You essentially have 3 months longer on the loan and no payments for the next 3 months. The interest portion is capped at the current rate and added as fee at the end of the loan instead of as interest to prevent it from accruing more interest....
