They use stock images like everyone else. Guy searches for Corona pictures, sees that picture, likes the easy it looks, and uses it. 99.8% chance the person who chose that picture had no idea they implications of his choice. But that's why you always need an editor and an extra set of eyes.
I once edited a kids magazine. We had a team of writers, editors, rabbis and educators combing through every word to make sure everything was up to standard. One issue had a feature on France, and the designer chose a picture of the Arch de Triomphe to go along with it. It looked great, everyone signed off on it and it was sent to the schools. As soon as we saw a print copy, we all immidiately saw the naked sculptures on the arch that weren't visible when looking at the pdf.
Not only do you need to edit, you need to edit in the context and form the material will be consumed. In this instance, when choosing a picture, you need to check how it will look in social media posts juxtaposed with the headline which is often cut off in middle.
