CTC- there's a 2k safe harbor per child, so the possibility of someone needing to pay back is (based on my calculation) not possible since you'd get less than 2k per child from Jul-Dec.

Only $1,400 of the $2,000 Child Tax Credit was refundable before this bill. This bill will increase the credit and make it fully refundable.

1. Months too late to help the people hurt most and not as urgent anymore
2. Too much wasted spending mixed in makes it not worthwhile
3. Maybe a waste but we spend so much on the military so sthu
4. Stimulus is still needed and adding pork is just the washington way, gotta play by those rules to get by
5. I'm just happy to get anything, don't care about the cost

I believe it's phased out at 1% for each $100 in AGI above 75k/150k.

It should be, in a separate section. What annoys me is that it was first decided somehow there would be a $1.9T bill, then the deal making began about how that figure would be broken down.
