The software should have some way that you can enter "NRA spouse". It should be able to be e-filed. All the pro softwares I'm familiar with do it. I assume free-file should be able to do it too.

I would think so also but turbo tax does not seem to allow you to put in nra and hr block asks you specifically if spouse in a nonresident alien when you answer the question about the spouse not having a ss number or tax id number.  If you answer yes to nonresident alien it says you cannot efile although when you print out the tax return to mail,  it puts nra in the appropriate box.  I asked him if he could just override the question and manually put in the nra in-the form and he said it would not allow him.
If someone used a specific software that does allow it, I would appreciate knowing which one you used.  The irs site for just receiving a stimulus check for people who do not need to file will also not allow married filing separately and was very clear if he is married you cannot put  in single.

Has anyone filed a tax return using the free e file software that allows you to file married filing separately and their spouse is a non resident alien with no ss number or tax i.d. Number.  Turbo tax does not allow it and h and r block only allows you to print it and mail it in which is an issue now from Israel.  Those of you filing married filing separately and spouse is a nonresident alien can you please tell me how you e file.

Perhaps Taxslayer.com, but you may want to check the calculations against what you got somewhere else because I found a mistake in the way they calculated something.

The purpose of this bill is to help the US economy. It is not to help other countries economy.
It's because uncle Sam is a bit of a chazzer. The USA is one of a handful of countries that tax citizens, as opposed to residents. It usually works out in the USa's favor, as more expats have a tax liability then have credits.
But the flip side is that if you tax a citizen, you have to give a citizen the same credits you give any other citizen.

It’s a nice theory and you presented it well, but at the end of the day if the credit is legislated to apply only to US residents, then expat citizens wouldn’t be eligible, just like they aren’t eligible (for example) for credits that only  apply to corn farmers in the Midwest.

I was saying that mordechain’s theory isn’t necessarily right, not that he’s wrong.

If they would have done that, it would make distributing the money a lot more complicated. They were trying to get the money out as fast as possible.

An American relative living in Israel asked me

She did not file a tax return in 2018-19 as here income was under 20 NIS
Was she required to file under US law?

What can she do now to get the stimulus money?
She is now in the US working, so she will end up filing a 2020 return

Based on what you're saying she had no filing requirement for 2019.
