Still trying to get through to an agent who will refund.
No luck so far. Guess if I don't have luck with AC I'll need to dispute on My arrival+ card (I already "redeemed" points for my flight and file a complaint.
My question now is, if they don't offer a refund, should I cancel and accept their voucher and then dispute or do nothing now and just dispute the charge?

I had two separate itineraries on the same flight for 7 total tickets. (I was redeeming points on 2 separate Arrival cards)
3 months ago I filled out 2 refund claims on the AC website for both and today I got a response.
1st claim/itinerary:
A full refund is not applicable. Rather you have the full value of your tickets to apply towards new Air Canada tickets when you are ready to rebook.

2nd claim/itinerary:
Your refund is confirmed! You can find your refund information below. However, your payment card company may take one or two billing statements to add the credit to your account.
I guess it's good that I was refunded on one but still not sure what to do about the other one.
I also filed complaints with DOT and CTA haven't heard back yet. My Barclays CC doesn't allow disputes after 60 days of posting on card and I purchased these flights way back in Dec. Not sure what to do. I can probably mail/fax them a dispute but not feeling optimistic.
