If you're Canadian you're allowed to enter.
Border is not closed, there are restrictions to enter.

I am a USA citizen who was supposed to travel for wedding but not going for obvious reasons. To my knowledge, the border is closed to people like me.

Yes you're denied entry if you don't have immediate family or can't quarantine.
You can also receive a travel credit regardless if you can fly or not, because all airline issued a waiver (usually only free change or future travel credit).
Now look back at your question, you asked how the flight is not cancelled since the border is closed?
The border is not closed and your flight might still fly. If you want a refund to the original payment, you'll need better than that.

didn't realize is still open if able to self-quarantine. have any suggestions on getting a refund?
I was banking on fact that "border was closed" to get my money back.

You can definitely get a credit for future travel.

All of that assuming your flight is in the next 2-3 days, otherwise wait a bit, it will be probably cancelled.

I have AA reward flights to Canada on sunday Chol Hamoed.
Very surprised that they still didn't cancel. Return AC flights from Toronto after Pesach also not yet canceled. But they changed 5+ times between the morning and evening flights.

Hoping to be able to get AA points and AC refunded but not even trying till they cancel.

They are not cancelling so much in advance.
There's an article about AC not obligated to give refunds when they cancelled, only travel credit.

DP

AA (award ticket): got back all miles despite flight not actually cancelled.
AA (via Priceline): only getting credit.

Porter Airlines (booked direct): only credit and flight was cancelled!
Air Canada (via Orbitz): only credit and flight was cancelled!

update:
AA flight to Canada was canceled.

AC return flight for Sunday not canceled and looking like that flight will not be canceled as that same flight did fly this morning.

For this route on Sunday, they canceled all flights but one. We were originally on an evening flight and they now put us on the morning flight.

What's my best options now?

My flight was changed by 12 hours.
Is that considered a significant schedule change that requires them to refund?

"On April 3, the Department of Transportation said it has been receiving “an increasing number of complaints” about the subject, and it issued a statement explaining that “U.S. and foreign airlines remain obligated to provide a prompt refund to passengers for flights to, within, or from the United States when the carrier cancels the passenger’s scheduled flight or makes a significant schedule change and the passenger chooses not to accept the alternative.”

Yes.
Thank you @Dan
Still trying to get through to an agent who will refund.
No luck so far. Guess if I don't have luck with AC I'll need to dispute on My arrival+ card (I already "redeemed" points for my flight and file a complaint.

My question now is, if they don't offer a refund,  should I cancel and accept their voucher and then dispute or do nothing now and just dispute the charge?

Just dispute. AC will probably not refund you.

DoT complaint+dispute.

thank you again.
I don't think HUCA will help with AC. Their system doesn't seem to allow refunds for flight changes as long as they gave an advance notice of the change.

+ They have a backup from the CTA (Canadian DoT)

I saw that but won't CTA only back them for within canada? Pretty sure they must follow DoT when flying to/from US

update
I had two separate itineraries on the same flight for 7 total tickets. (I was redeeming points on 2 separate Arrival cards)

3 months ago I filled out 2 refund claims on the AC website for both and today I got a response.
1st claim/itinerary:
A full refund is not applicable. Rather you have the full value of your tickets to apply towards new Air Canada tickets when you are ready to rebook.
Our policy is in compliance and we continue to ...

2nd claim/itinerary:
Your refund is confirmed! You can find your refund information below. However, your payment card company may take one or two billing statements to add the credit to your account.

I guess it's good that I was refunded on one but still not sure what to do about the other one.

I also filed complaints with DOT and CTA haven't heard back yet. My Barclays CC doesn't allow disputes after 60 days of posting on card and I purchased these flights way back in Dec. Not sure what to do. I can probably mail/fax them a dispute but not feeling optimistic.
