!WHEN ASKING A QUESTION POST YOUR LOCATION OR OTHERS WILL BE UNABLE TO ASSIST!

You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.
$0 Benefit Determination:
Email @cgr for instructions on a fix for this issue

You can email @cgr at chaiplus1@gmail.com for help with any unemployment questions.

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if your hours have been reduced by 20% or more. You'll be allowed to earn an additional 20% above your rate determination. Your earnings will then be deducted from your rate, and you'll receive the balance as your UI payment.

No forms pending

Now that it's so easy to reach an agent, give them a call to find out what's going on.

Woah...relax buddy.
I wasn't calling her out. I truly wanted to know.
She can testify that I even sent her a tip for her help.

All good here.
I didn't feel like you were calling me out, and I appreciate @Eb228 kind words.

For those who have gotten messages in NJ after certifying that it requires a manual review up to five days (not the message that it may take several weeks...), have you heard back within those five days(ish)?
Nope

No forms pending

It might come in the mail, i personally saw two such letters, one requesting ID verification the other (for a different claim) requesting proof of authorization to work in the USA, both letters arrived by mail a week or two after the date they were dated.

I wasn't following this thread recently. Did anyone start receiving retroactive payments in NJ yet?

Anyone with an update?

When filing out the application on the nys website, did anyone else randomly get the message “out of time”?

There's a host of reasons why this happens:
-Filing after hours when application is not available
-Filing multiple applications from one PC (use incognito or clear cache/cookies)
-Using a filter or VPN
-Filing from out of state/country
-Pausing too long between screens (for some keeping the cursor moving helps)
-Also for some who get these for no apparent reason incognito or IE often works

It said it for the many weeks that I certified with the first week. Then it said it during the next two weeks as well. My account online shows a scheduled phone call for next week so hopefully that will clarify things.
Call was a waste of time. Lady spent a few minutes looking at the file, asked if I filled out the questionairre (yes) and then said she would send an email to the people in charge if they have made a determination on my claim yet. No new info requested, no new info provided.

I called the NY DOL yesterday to get a waiting week released on someone's behalf.

Today when logging in:
Entire payment history (this claimant has been certifying since the last week in March) is gone, except for this weeks payment.
The claim has a new effective date a week earlier than before.
There's a new waiting week with a $0 payment dated a week earlier than the previous waiting week.
The Effective Days Remaining has jumped back up to 104.

I understand that the agent attempted to resolve the issue by dating the claim a week earlier so that the claimant can get a claim in for their "waiting week". Question is did she mess it up? Or do they have no way around it so they just re-date the claim which effectively starts a new one that apparently doesn't pick up on the previously filed certifications? Will they re-update the account so that the previous payment history shows up? Will the effective days go back down to where it was previously?

Can't decide if this is a good thing or not...

I am told this is how their high tech system can handle waiving the waiting week.
Was this claim from the old system or new? (I'm talking about the change in the first week of April)
Workflowy. You won't know what you're missing until you try it.

The original claim (the one that has now disappeared) was filed in the last week of March under the old system.
Does this mean that the claimant gets another 26 weeks (and potentially another 13 after that if they don't realize the error) after having already claimed ~10 weeks? Or will they readjust the effective days manually?

1. That fits with what I heard

I submitted a claim for my father 2 weeks ago, on the NUS PUA site and so far he received no email. When signing in to the PUA website it shows a confirmation that he filed an application. He has a normal w2 job.

Once I transfer to the normal DOL site to certify weeks there is no sign of a pending application.

Any way to expedite or reapply?

Many applications that I submitted after that were processed already.

When you log into his account what do you see under "Unemployment Services"? Are you able to certify? Does he have a benefit rate assigned under "Payment Services"?

It looks like no application was filed.instead of the certifying option there is the option to apply from scratch. Which o prefer not to do.

Then you can a) wait or b) call in
