You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if your hours have been reduced by 20% or more. You'll be allowed to earn an additional 20% above your rate determination. Your earnings will then be deducted from your rate, and you'll receive the balance as your UI payment.
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.

Is someone eligible for UI/PUA in NY if they are partially employed (only a few hours a week) and paid in cash?

Do you mean they lost a job that was only a few hours a week, or that they are now only working a few hours a week?

If the first, then 1 - Can they document that income and 2 - will they get in trouble for not having reported the income until now?

If the latter, for each day they work 25% of the based unemployment amount will be deducted, but they will get the full $600.

My DW got approved and received her first weeks pay for unemployment but today her work called and offered her to work an hour a day and would end up receiving less than her unemployment amount from this 4 hour a week job If she accepts this job will she lose her unemployment? Also if she refuses the job does she lose her unemployment for denying a job?

They aren’t working at all. Not sure if they can document the income in the pay stub sense, but there was legitimate work and income in case they’re accused of fraudulently filing.

If she was a FT employee before this, working 3 days or less and earning $504 or less in NY will still allow her to be eligible on a prorated basis (25% reduction for each day worked).
Shell receive the supplemental $600 for every week that her claim is approved.

If it's not W2 then going the PUA route and declaring as self-employed/gig income is probably best.

Is it confirmed that the supplemental $600 is not prorated? Any unemployment money from the state is accompanied by an automatic $600?

Yes, confirmed.
$600 is a flat rate regardless.

I wouldn't be surprised if they're approving without minimum income, because remember the PUA includes a provision that anyone who landed a job pre-coronavirus and was unable to start is also eligible. This includes new entrants to the workforce who have zero employment history or income.

Wow, NY is terrible. What's the logic behind 25% reduction per day worked? Shouldn't it be a dollar amount? In NJ it's a dollar for dollar reduction, but the weekly benefit is increased by 20% (but you could never get more than the regular weekly benefit would have been).

What do you mean by saying benefits are increased by 20%? An increase in benefits for working more days and being less unemployed?

This is tricky. Based on the usual rules she would lose unemployment, but states are showing a lot of flexibility now with work requirements, especially when it comes to those who are staying home for health reasons or out of fear of infecting others.

Some people have to decide whether or not to take back a job (in a limited capacity) and make themselves crazy to do it with children in this house to make extra money or if that will make them lose the whole deal. Before applying because the "real facts" are different if you accept the job back or not.

If your work hours were reduced, but not completely cut, you may still be able to collect Unemployment Insurance benefits.

NOTE: When claiming benefits, you must report your part-time wages when earned, even if you have not yet been paid.

How we calculate partial Unemployment Insurance benefits

When you claim your weekly benefit, you will let us know if you worked that week. We will ask how many hours you worked and how much you earned (gross) for that week.

To be eligible for partial benefits, you cannot work more than 80 percent of the hours normally worked in the job. For example, if you worked a 40-hour week, you won't be able to get benefits if you work more than 32 hours. If your employer offers additional hours that you choose not to accept, your benefits may be affected.

For any wages earned from any employer:

If you earn 20 percent or less of your weekly benefit rate from an employer, you can still receive your full benefit amount for that week. However, we will not pay you more than your weekly benefit rate.
Here's an example, using a weekly benefit rate (WBR) of $500. Let's say you worked a few days one week and earned $300. For $500, partial weekly benefit rate (PWBR) is $600.  Partial weekly benefit rate PLUS 20 percent.  You would receive $300 as your unemployment benefit for this week.  Your PWBR minus your earnings of $300 equals $300.
Let's take a look at another example. Let's say that one week you worked a few hours and earned $50. For a $500 WBR, your partial benefit rate is $600. $600 minus $50 equals $550. However, since we will never pay more than your WBR, which is $500, your benefit for this week $500. We're not penalizing you (cutting your benefits) because you were able to squeak out some more hours while you were collecting unemployment. We want to get you in the door to work even a little bit, since that's a step toward full reemployment.
If you earn more than 20 percent of your weekly benefit rate from an employer in a given week, your partial weekly benefit payment will be reduced dollar-for-dollar for all gross wages earned that week.
For example, if your weekly benefit rate is $200, your partial weekly benefit rate is $240 (20 percent more than $200.) If you earn $50 (gross) during a week, you would receive $190 in unemployment insurance benefits ($240 – $50 = $190).
Report your gross earnings and all hours worked for the week in which they were earned, not when they are paid.
